Several hours later, Kevin Behrens, the author of Role Scoper, responded that soon to be released version 1.1 should prevent users from assigning a role higher than their own. I would then be able to create role metagroups for pages / categories to limit roles they can assign. Designating RS Page Restrictions or Page Roles to a page, these would propagate to sub-pages, making them category-like. He mentioned Andy Staines' Page Category Plus plugin to do this directly with categories, though the plugin is difficult to find. He recommended the Adminimize plugin to disable "Add New" for chosen roles. He mentioned being able to limit access to Flutter panels based on roles coming soon.

A couple hours after that, I replied:

If you do get that new version made, I will have to take advantage. That user granting limit will be perfect. What perfect timing.

I had noticed that subpage propogation. I think that will suffice for what we want to do. I'll just have to figure out how I want it to work for them. That Page Category Plus plugin seems to be difficult to acquire and hasn't been updated in a good while, so I probably won't bother.

The Adminimize plugin looks great, should be perfect for limiting the admin section a bit. I only looked over the plugin page, but I'll have to give it a try soon.

I may have to try that Flutter change as well. I'll see what I can do without it first (if I can just eliminate the main Post panel for specified roles/groups without affecting the Flutter panels, that should work for me). You seem to be very responsive to the needs of your user community. Very nice.

I will work with this over the next few days to try to get it all set up the way we want it.
